Hamden, Pennsylvania: The
town settled an excessive force lawsuit against the police department for
$55,000. According to the lawsuit, the officers entered a home to serve a
misdemeanor warrant for a man. It alleged after that after the man was on the
floor with one in hand in handcuffs, police bent back his fingers and punched
